Is it a nest of some sort? We have a thick hawk's nest in a tree by our office.

I'm sorry Neil, but we see this item quite a lot in Memphis. It is an urban forester's version of a wig to impersonate Moe of The Three Stooges at tree lovers' happy hour gatherings ;)

Now I am thinking a Tribble.  I have googled "tribble plant" and "cousin it plant" and submitted to our local extension office with no luck yet, but there are lots of plants referenced under Cousin It but none seem to match this.  I notice the walmart wrapping- is it confirmed to be living and not synthetic?  Maybe it is a neglected Chia Pet on some kind of soil therapy.
