HELP! My little dogwood isn't doing well!

I bought a pink dogwood trying to bring some color and trees to my new yard. It did alright for a while, then while I was on vacation it somehow took a turn for the worst. When I came back it didn't look healthy. Its leaves looked crinkle-y and there were little gnaty looking things flying around it. I plant trees because....
I recently moved to Oregon from living in Michigan for 50 years. We are trying to get the landscaping done, so I bought a gorgeous Pink Dogwood. It did fine for a bit, but after I came home from vacation, the leaves looked "crinkle-y" and it just doesn't look healthy. I saw one day a bunch of little gnaty looking bugs flying around it. I called the nursery, he had me do a systemic drench and it's still not doing better. Not dead, but certainly doesn't look healthy. I have since learned that I should have waited till it was done blooming to buy and plant, but since I didn't, I'm looking for help as to how to fix it. I don't want to lose it!
