We use outside contractors funded by grants to expand our tree inventory/inspection program. 

Prioritizing areas of use is another way we try to keep ahead and always looking for something that is out of the ordinary.

Another example of storm damage exposing a dying tree. In a system of scarce resources (time, staff, money, equipment, etc.) how is this situation prevented?
